I understood from the DMV site that she needs to show proof of NC residence, which she does not have. Do you really need to be a resident to get a NC driver's license? She can't very well run around with her passport as ID!

University students *might* qualify for temporary licenses, though. I'm not sure, but that would make sense. If so, she'd probably need a letter or something from UNC, verifying she's a student there. I see you found the NC DMV site, but I've included a couple of links to pages you may have missed. If she only wants a license only for ID purposes (and not necessarily to drive), she will have her UNC ID card (and her passport). Here's the link to the NC DMV and what it says about 'temporary residents.'
