Drivers License Office Carrboro Nc

My D is overseas and needs to get a driver's license when she arrives at Chapel Hill. Any suggestions, advice, information, requirements, contact numbers, closest DMV address, etc?
I understood from the DMV site that she needs to show proof of NC residence, which she does not have. Do you really need to be a resident to get a NC driver's license? She can't very well run around with her passport as ID!
As you can see, ANY INFORMATION will be more than I have. Thanks!!!!

    RioMom,
    Here's a link: http://www.ncdot.org/dmv/driver_services/drivingpublic/applying.html
There's a link off that page to closest locations. Just put in Orange county and two show up.

RioMom: I think you do have to be a resident of the State of NC, in order to get a NC drivers license. University students *might* qualify for temporary licenses, though. I'm not sure, but that would make sense. If so, she'd probably need a letter or something from UNC, verifying she's a student there. I see you found the NC DMV site, but I've included a couple of links to pages you may have missed. Hope it helps.
If she only wants a license only for ID purposes (and not necessarily to drive), she will have her UNC ID card (and her passport). Here's the link to the NC DMV and what it says about 'temporary residents.'
A nonresident of North Carolina is 'Any person whose legal residence is in a state, territory, or jurisdiction other than North Carolina or in a foreign country.'
    Examples of nonresidents:
Salesmen whose homes are in other states who travel through North Carolina.
Out-of-state college students who intend to return to their home states upon completion of their educations in North Carolina.
Members of the armed forces stationed in North Carolina who intend to return to their home states.
Spouses of nonresident members of the armed forces stationed in North Carolina.

Also looks like the closest Driver's License office is in Carrboro, next door to Chapel Hill. They have a phone number listed. Here's the page for that:

You can use her dorm address for proof of NC residency. And I don't think u've to be a resident of NC for driver license, if u have green card or permanent resident card.

Ladytar: She's a US citizen, but is not a resident of any state.
